Institut Pasteur du Laos (IPL) is a Lao National Institution under the authority of the Ministry of Health. IPL has received a mandate to fulfil activities of public service: Research and diagnostics on emerging infectious diseases and vector-borne diseases / Training, Education and Capacity building / Technical assistance for investigation of epidemics.
To oversee all aspects of building functions and to guarantee the safety and functionality of all facilities, IPL is currently looking for a:
FACILITY MANAGER
RESPONSIBILITIES
Reporting to the Chief Financial Officer (CFO), the Facility Manager ensures the efficient operation, maintenance, and management of the different buildings and their infrastructure. The Facility Manager oversees a team of 11 staff for maintenance, cleaning, and security. He/she is responsible for:
Operations and Maintenance:
– Overseeing the daily operations of the maintenance team (maintenance, cleaning) and security guards;
– Overseeing physical security systems, access control, CCTV, and visitor management;
– Ensuring that all systems, including HVAC, plumbing, electrical, and mechanical, are functioning efficiently;
– Ensuring the availability and reliability of infrastructure supporting the research activities;
– Supporting specialized systems such as backup power, laboratory ventilation, centrifuges, autoclaves, CO2 supply, purified water systems, freezers/deep-freezers, and other research-specific infrastructures;
– Implementing proactive maintenance strategies to prevent equipment failures.
Project Management:
– Coordinating with contractors;
– Managing building projects such as renovations and upgrades;
– Ensuring that they are completed on time and within budget.
Budget Management:
– Planning and allocating resources, monitoring expenses in collaboration with the CFO;
– Implementing cost control measures to ensure financial efficiency.
Asset Management:
– Maintaining an inventory of building assets and equipment;
– Developing preventive maintenance schedules and asset replacement plans;
– Monitoring equipment performance and reliability.
Vendor and Contract Management:
– Managing service contracts and supplier relationships;
– Evaluating contractor performance with contractual obligations;
– Preparing technical specifications and participating in procurement processes.
Compliance and Safety:
– Responsible for implementing safety measures and conducting regular safety audits;
– Ensuring compliance with national regulations related to buildings, occupational health and safety, environmental protection, and fire safety;
– Preparing for emergencies to ensure the safety and well-being of building occupants;
– Keeping the facilities up-to-date and ensuring that they adhere to relevant standards.
Energy and Environmental Management:
– Improving energy efficiency, reducing energy consumption, and promoting sustainable practices;
– Implementing innovative solutions to minimize the environmental impact of the facility.
Team Management and Leadership:
– Ensuring that all team members are working towards common goals;
– Demonstrating strong leadership by motivating the team;
– Fostering a positive workplace environment and setting a positive example;
– Interpersonal skills for managing relationships with team members, contractors, and other stakeholders.
Strategic Planning:
– Engaging in strategic planning to align the facility’s goals with the organization’s objectives;
– Planning for future upgrades, expansions, and improvements to ensure the facility continues to meet the needs of the entire organization.
Communication and Coordination:
– Communicating effectively to ensure that all parties (laboratories, support services, staff) are informed and aligned;
– Effective communication in resolving issues, coordinating activities, and ensuring smooth operations.
Emergency Preparedness and Business Continuity:
– Developing and implementing emergency response plans;
– Conducting regular drills and ensuring that all staff are trained to handle potential hazards;
– Ensuring that operations can continue with minimal disruption in the event of an emergency.
Reporting and Performance Monitoring:
– Preparing periodic reports on maintenance activities, budgets, safety performance, energy consumption, and project progress;
– Establishing and monitoring facility performance indicators.
Technology Awareness:
– Staying up-to-date regarding new technologies that can improve efficiency, reduce costs, and enhance the overall management of the facility.
QUALIFICATIONS
Essential qualifications:
– Engineer (Mechanical, Electrical, Civil, Industrial, or equivalent) or another diploma with dual expertise in technical and administrative management;
– Successful experiences in facility management are required.
Experience:
– Minimum 5-10 years of experience in facility management, including supervisory responsibilities.
– Experience managing multi-disciplinary maintenance teams.
– Experience managing contractors, budgets, and infrastructure projects.
– Experience in research, university, healthcare, industrial, or laboratory environments would be an asset.
Technical Competencies:
– Knowledge of HVAC, electrical, plumbing, fire protection, and building management systems.
– Knowledge of safety regulations;
– Understanding of preventive maintenance methodologies.
Skills:
– English (written and spoken fluently), Lao will be a plus
– Strong organizational and problem-solving skills
– Strong communication & leadership skills
