IPL Job vacancy announcement for Procurement Assistant (Deadline February 14th, 2025)
Institut Pasteur du Laos (IPL) is a Lao National Institution under the Ministry of Health. IPL has received a mandate to fulfill activities of public service: Research and diagnostic on emerging infectious diseases and vector borne diseases / Training, Education and Capacity building / Technical assistance for investigation of epidemics. The Procurement Service is part of the administrative and technical organization in order to manage the procurement process for the different laboratories and the other administrative services, to coordinate the equipment & goods deliveries & distribution, to manage the centralized warehouse for reagents and consumables.
IPL is currently looking for a:
PROCUREMENT ASSISTANT
KEY RESPONSIBILITIES
The Procurement Assistant will work under the supervision of the Head of Procurement and will support him in managing the IPL procurement & logistics activities.
1. Warehouse management
– To create the purchase orders, including items, quantities, delivery schedules, and other terms for the suppliers
– To monitor the inventory with the warehouse officer and the scientists for outbounds and expired products
– To schedule deliveries, ensure that orders are delivered on time and inform the Head of labs about any delay
– To maintain records and keep track of purchased products, delivery information and invoices
– To evaluate suppliers, collect feedback and assess supplier performance
– To alert immediately the Head of Procurement / Heads of labs if the goods received are not corresponding in
quantity or quality, or are broken or damaged
– To provide the supporting documents for the claim notification process towards the supplier
– To keep track of the different forms and documents required in the procurement procedure
– To coordinate with the Ministry of Health and the Ministry of Finance for the tax exemption requests
– To create all documents related to import taxes, customs clearance and logistic form
– To follow up all importation documents with the ministries
2. Procurement internal control
– To update and control the list of arrivals for the Procurement Service
– To submit weekly the purchase orders’ updated listing to the Finance Service
3. Other tasks
– To participate to the fixed assets team (with the Administrative & Accountant Officer in charge and the CFO)
– Any other tasks requested by the Head of Procurement
QUALIFICATIONS
Skills
Highly motivated to develop himself/herself in procurement & logistics domains
Good knowledge of Microsoft Office tools (Excel, Word)
Ability to use specific software for inventory management
Hard working and a sense of organization
Good ability to work within a team
Good level in English (written and oral) and Lao
Experiences
Previous working experience in a similar position will be appreciated.
